The Federal Ministry of education and research (BMBF) promotes the research on new Multimedia road safety training as well as on modern warning systems for cars. Thereby they intend to make traffic in Germany safer:

The Federal Highway Research Institute (BASt) is a technical and scientific institute under the Federal Ministry of Transport, Building and Urban Affairs (BMVBS). It provides the ministry with scientifically-backed decision aids for technical and traffic-related issues and plays a significant role in drawing up regulations and standards.

(Project for the development of a survey system for signalling the risk of road accidents in urban areas)
The project started from a statistical analysis of the road accidents involving pedestrians and cyclists, focussing on the urban areas and considering different categories of road users. The project was divided into three parts, the selection of the instruments to study the phenomenon, the evaluation of the potential countermeasures that could be taken from local public administrations in order to prevent such accidents (and how to measure the effect of the countermeasure) and finally a risk assessment for different groups of road users.
